Vinnandi manneskjur eru miklu meira en bara „auðlindir“. Þetta er einn helsti lærdómurinn sem draga má af krísunni sem við okkur blasir. Að sinna sjúkum; sendast með matvæli, lyf og aðrar nauðsynjar; hreinsa sorpið okkar; fylla á hillur og afgreiða í — fólkið sem hefur haldið lífi okkar gangandi gegnum COVID-19 faraldurinn er lifandi sönnun þess að ekki sé hægt að líta á vinnu sem hverja aðra markaðsvöru. Mannlegri heilsu og aðhlynningu hinna viðkvæmustu verður ekki stýrt af markaðsöflum einum saman. Ef við látum markaðinn um þessi gæði er hætt við því að við mögnum upp ójöfnuð þannig að lífi þeirra sem minnst mega sín sé fórnað. Hvernig forðumst við þetta ótæka ástand? Með því að hafa launþega með þegar teknar eru ákvarðanir um líf þeirra og framtíð á vinnustaðnum. Með því að lýðræðisvæða fyrirtækin. Með því að afmarkaðsvæða vinnu og tryggja öllum gagnlega atvinnu. Þar sem við stöndum frammi fyrir risavaxinni hættu vegna farsóttar og hruns í umhverfismálum gætu stefnubreytingar sem þessar gert okkur kleift að tryggja mannlega reisn jafnframt því að halda á lofti sameiginlegum styrk og átaki sem við þurfum til að varðveita líf okkar á þessari reikistjörnu.
Lýðræðisvæðing . Á hverjum morgni fer fólk á fætur til að þjóna hinum okkar sem geta haldið sig í sóttvari. Þau standa vaktina yfir nóttina. Reisnin sem felst í störfum þeirra þarf ekki annarra skýringa við en hins einfalda hugtaks ‘nauðsynlegt vinnuafl’. Það hugtak afhjúpar einnig ákveðna grundvallarstaðreynd sem kapítalisminn hefur alltaf reynt að fela með öðru hugtaki: ‘mannauður’. Manneskjur eru ekki ein auðlind meðal margra og án þeirra sem helga sig slíkri vinnu er engin framleiðsla, þjónusta eða viðskipti.

Á hverjum morgni fer fólk í sóttkví á fætur til að sinna að heiman verkefnum í þágu fyrirtækjanna sem það vinnur fyrir. Það vinnur fram á nótt. Fyrir þau sem trúa því að launþegum sé ekki treystandi til að sinna störfum sínum án eftirlits og að þeir þurfi eftirlit og ytri ögun er hér komin sönnun hins gagnstæða. Þetta fólk sýnir, dag og nótt, að vinnandi manneskjur eru ekki eins og hver annar hagsmunaaðili heldur eru þær lykillinn að velgengni vinnuveitenda. Launþegarnir eru kjarni fyrirtækisins en samt sem áður að mestu útilokaðir frá þátttöku í stjórnun þess, sem er réttur einokaður af stórum fjárfestum.
Ef spurt er hvernig fyrirtæki og samfélagið allt geta viðurkennt framlag launþeganna á krísutímum hlýtur lýðræði að vera svarið. Vissulega þurfum við að brúa þá breiðu gjá sem felst í tekjuójöfnuði og hækka lægstu tekjurnar, en það eitt er ekki nóg. Í kjölfar heimsstyrjalda varð hið tvímælalausa framlag kvenna til samfélagsins til að hjálpa þeim að öðlast kosningarétt. Með sama hætti er tími til kominn að veita verkalýðnum full réttindi.

Víða í Evrópu hafa launþegar átt sína fulltrúa í svokölluðum vinnustaðaráðum frá því um lok seinni heimsstyrjaldar. Samt sem áður hafa þessi ráð í besta falli veika rödd þegar kemur að stjórnun fyrirtækja og þurfa að lúta ákvörðunum stjórnenda sem skipaðir eru af hluthöfum. Þau hafa ekki getað stöðvað eða einu sinni hægt á sívaxandi skriðþunga sjálftöku fjármagnseigenda, sem verður æ meiri áhrifavaldur í eyðileggingu umhverfis okkar. Þessi ráð ættu að fá jöfn réttindi á við stjórnir fyrirtækjanna. Í því skyni mætti skylda stjórnir fyrirtækja til að lúta líka samþykki launþegasamtaka auk hluthafanna. Í kjölfar seinni heimsstyrjaldarinnar var í Þýskalandi, Hollandi og á Norðurlöndum gerð krafa um samráð (mitbestimmung) við launþega í því skyni að veita þeim rödd en það hefur ekki reynst duga til að færa þeim raunverulegt vald. Jafnvel í Bandaríkjunum, þar sem stéttarfélögum og réttindum launþega hefur verið haldið niðri, má núna greina vaxandi kröfur um að veita launþegum rétt til að velja sér fulltrúa í stjórnum fyrirtækja. Málefni eins og val á framkvæmdastjórum, stefnumótun fyrirtækja og dreifing á arði eru of mikilvæg til að hægt sé að einskorða ákvarðanir um þau við hluthafa. Persónulegri fjárfestingu í vinnuafli, það er að segja í eigin sál og líkama, heilsu og lífi, ætti að fylgja réttur til að koma að slíkum ákvörðunum.
Afmarkaðsvæðing . Þessi krísa sýnir líka að ekki megi líta á vinnuafl sem markaðsvöru og að ekki megi láta tæki markaðarins ein um þær ákvarðanir sem hafa mestu áhrifin á samfélög okkar. Árum saman hafa störf og búnaður í heilbrigðisgeiranum verið háð arðsemislögmálum og núna hefur veirufaraldurinn leitt í ljós hvernig slík lögmál hafa villt um fyrir okkur. Ákveðnar nauðsynjar þurfa alltaf að vera í skjóli fyrir þeim. Hækkandi tala látinna um heim allan er hræðileg áminning um að suma hluti skuli aldrei meðhöndla sem markaðsvöru. Þau sem halda áfram að færa rök fyrir hinu gagnstæða leggja okkur í hættu með vafasamri hugmyndafræði. Arðsemi er óásættanlegur mælikvarði þegar kemur að heilsu okkar og lífi á Jörðinni.
„Þessi krísa sýnir líka að ekki megi líta á vinnuafl sem markaðsvöru“
Afmarkaðsvæðing vinnuafls felur í sér að varðveita má ákveðna þætti hins svokallaða „frjálsa markaðar“ en einnig að tryggt sé að allar manneskjur fái atvinnu við hæfi og þá reisn sem því fylgir. Ein leið til að ná þessu marki er að notast við atvinnutryggingu. Í 23. grein Mannréttindayfirlýsingarinnar erum við minnt á að öll eigum við rétt á að stunda atvinnu. Atvinnutrygging myndi ekki aðeins veita sérhverjum borgara aðgang að vinnu sem gerir honum mögulegt að lifa með reisn heldur gæfi hún einnig nauðsynlega innspýtingu í sameiginlega getu okkar til að mæta þeim fjölmörgu félagslegu og umhverfistengdu áskorunum sem við okkur blasa. Örugg atvinna myndi gera stjórnvöldum, gegnum staðbundin samfélög, kleift að sjá öllum fyrir atvinnu við hæfi jafnframt gríðarlegu framlagi til baráttu gegn hruni í umhverfismálum. Meðan atvinnuleysi margfaldast víðs vegar um hnöttinn geta atvinnutryggingaráætlanir gegnt lykilhlutverki í að tryggja félagslegan, efnahagslegan og umhverfislegan stöðugleika lýðræðisríkja. Evrópusambandið þarf að taka slíka áætlun inn í græna samninginn sinn. Endurskoðun markmiða Seðlabanka Evrópu, sem fæli í sér að hann gæti fjármagnað slíka áætlun sem er okkur lífsnauðsynleg, myndi gefa henni lögmætan sess í lífi sérhvers borgara í ESB. Með lausn sem ynni gegn þeirri sprengingu í atvinnuleysi sem við stöndum nú frammi fyrir yrði slík áætlun framlag til velsældar ESB.
Umhverfisleg endurreisn . Núna skulum við ekki sýna af okkur sama grandaleysi og 2008, þegar við brugðumst við efnahagskreppu með skilyrðislausri björgun banka og fyrirtækja sem margfaldaði skuldir hins opinbera án þess að neins væri krafist á móti. Ef stjórnvöld eiga að grípa inn í til að bjarga fyrirtækjum í núverandi krísu þá þurfa fyrirtækin líka að koma til móts við samfélagið og uppfylla grundvallarskilyrði lýðræðis. Í nafni lýðræðissamfélaganna sem þau þjóna og hvíla á, í nafni skyldu þeirra til að tryggja að við lifum af á þessari jörð, þurfa stjórnvöld okkar að skilyrða aðstoð sína við fyrirtæki við ákveðnar breytingar á hegðun þeirra. Auk þess að fylgja ströngum umhverfisstöðlum ættu fyrirtæki að vera skyldug til að uppfylla ákveðin skilyrði lýðræðislegrar stjórnsýslu. Ef mögulegt á að vera að breyta umhverfiseyðileggingu í endurheimt og endurnýjun umhverfis þarf fyrirtæki með lýðræðislega stjórnarhætti, þar sem sjónarmið þeirra sem leggja til vinnuafl sitt hafa sama vægi í stefnumótun og ákvarðanatöku og sjónarmið þeirra sem leggja til fjármagnið. Við höfum haft meira en nægan tíma til að komast að því hvað gerist þegar vinnuafl, Jörðin og arðsemi eru lögð á vogarskálarnar í núverandi kerfi: vinnuaflið og Jörðin lúta alltaf í lægra haldi. Á grundvelli rannsókna við verkfræðideild Cambridge-háskóla (Cullen, Allwood, and Borgstein, Envir. Sci. & Tech. 2011 45, 1711–1718) vitum við núna að „raunhæfar skipulagsbreytingar“ gætu dregið úr orkunotkun um 73% á heimsvísu. Þessar breytingar kalla þó á mikla vinnu og krefjast valkosta sem geta virst dýrkeyptari þegar aðeins er litið til skemmri tíma. Meðan fyrirtæki eru rekin með það eitt að leiðarljósi að hámarka arð fjárfesta, í heimi þar sem orka er ódýr, kann að virðast ástæðulaust að leggja í þessar breytingar. En þrátt fyrir þær hindranir sem fylgja breytingunum hafa sum fyrirtæki, með áherslu á samfélagsábyrgð og samvinnu, markmið sem taka tillit til efnahagslegra, félagslegra og umhverfislegra áhrifa og lýðræðislega stjórnskipun, sýnt hvernig mögulegt er að hafa jákvæð áhrif með þessum hætti.
Hættum allri sjálfsblekkingu: Óáreittir munu flestir stórir fjárfestar láta sér reisn þeirra sem leggja til vinnuaflið í léttu rúmi liggja og þeir munu ekki leiða baráttuna gegn umhverfishamförum. Við höfum annan valkost: Lýðræðisvæðum fyrirtæki, afmarkaðsvæðum vinnu, hættum að meðhöndla manneskjur sem auðlind og einbeitum okkur saman að því að viðhalda lífi á Jörðinni.
